Abstract

Sustainable urban development in India requires effective local governance, meaningful community empowerment, equitable public-service delivery, and accountable institutional arrangements. Although the 74th Constitutional Amendment Act established a constitutional framework for urban local self-government, the effectiveness of municipalities continues to depend on the devolution of functions, funds, and functionaries, as well as their ability to involve communities in planning and implementation. This study develops a policy-evaluation framework to assess the relationship between local governance, community empowerment, and sustainable urban development in Indian cities. Drawing on decentralisation theory, participatory governance, social accountability, and sustainable development literature, the study proposes an integrated framework comprising institutional capacity, fiscal autonomy, citizen participation, social inclusion, service-delivery effectiveness, environmental sustainability, and public accountability. A mixed-methods research design is proposed, combining municipal records, household surveys, stakeholder interviews, community discussions, and urban-service indicators. The framework includes measurable indicators, research hypotheses, and a city-level evaluation model for assessing whether participatory and decentralised governance contributes to improved urban outcomes. It emphasises that the existence of municipal institutions and consultation mechanisms does not necessarily guarantee effective participation or equitable development. Their contribution depends on the availability of resources, the representativeness of community participation, the responsiveness of public authorities, and the transparency of implementation. The proposed framework can assist policymakers, municipal administrators, and researchers in identifying institutional weaknesses, comparing urban development performance, and formulating evidence-based reforms for inclusive and sustainable Indian cities.
