Abstract

Libraries are essential institutions for the acquisition, organization, preservation, and dissemination of knowledge and have evolved significantly with the advancement of Information and Communication Technology (ICT). This paper presents a comprehensive review of the concept, objectives, types, functions, principles, technologies, and importance of libraries in the contemporary information environment. It discusses major types of libraries, including public, academic, special, national, digital, and institutional libraries, and highlights their role in supporting education, research, reading habits, information access, and community development. The paper examines important library functions such as collection development, organization of information resources, circulation, reference services, current awareness services, selective dissemination of information, preservation and conservation, and user education. It also reviews Ranganathan’s Five Laws of Library Science and their continuing relevance to library operations and user-centered services. Particular emphasis is given to modern library technologies, including automation software, digital libraries, Online Public Access Catalogues (OPAC), RFID, barcode systems, electronic resources, institutional repositories, cloud technologies, artificial intelligence, big data analytics, and mobile library applications. The paper further examines major Indian library organizations and digital initiatives, including INFLIBNET, RRRLF, DELNET, the National Digital Library of India (NDLI), Shodhganga, Shodhgangotri, and N-LIST, which support resource sharing and access to scholarly information. Overall, the review demonstrates that libraries have transformed from traditional repositories into dynamic, technology-enabled information centers. Through the integration of ICT, automation, digital resources, and user-centered services, libraries continue to facilitate lifelong learning, research, intellectual development, cultural heritage preservation, and equitable access to information.
