Abstract

Artificial Intelligence (AI) has emerged as a transformative technology that significantly influences decision-making processes in education, healthcare, and public administration.1,7 By leveraging large-scale data analytics and advanced algorithms, AI systems support student performance evaluation, personalized learning, clinical diagnosis, disease prediction, resource allocation, policy implementation, and administrative decision-making. These capabilities enhance efficiency, accuracy, and scalability, enabling institutions and governments to make faster and more informed decisions. Applications such as intelligent tutoring systems, predictive health analytics, and smart governance tools demonstrate AI’s potential to improve accessibility, optimize processes, and reduce human workload, thereby contributing to societal well-being.6,8
Despite these advantages, the widespread adoption of AI in socially sensitive domains raises critical ethical, social, and governance challenges. Issues such as algorithmic bias, data privacy concerns, lack of transparency, reduced human oversight, and the marginalization of vulnerable communities may negatively affect fairness, trust, and social equity.2,3 Empirical evidence indicates that biased algorithms can lead to unequal outcomes, particularly in healthcare and public services, reinforcing existing social inequalities.4 Moreover, excessive reliance on automated decision-making systems may undermine human judgment, accountability, and moral responsibility in high-stakes domains.5
This study examines both the positive and negative social impacts of AI-based decision-making across education, healthcare, and public administration. A descriptive–analytical research design is adopted using a mixed-method approach that integrates survey data, stakeholder interviews, and secondary sources from academic literature, policy documents, and international organizations.10 The analysis highlights the necessity of ethical frameworks, explainable AI, and human-in-the-loop governance to ensure fairness, accountability, and inclusivity.9 The findings emphasize that AI should function as a supportive tool to augment human decision-making rather than replace it, underscoring the importance of aligning technological innovation with human values, ethics, and sustainable social development.
