Educational Transformation in Asia and Africa: A Systematic Review of Policies, Digital Innovation, Equity, and Sustainable Development

Abstract

Educational transformation has become a global priority as nations strive to build inclusive, resilient, and technology-driven learning systems that support sustainable socio-economic development. Across Asia and Africa, governments and educational institutions have implemented significant reforms aimed at improving access, quality, equity, and innovation in education. While Asia has demonstrated rapid progress through investments in digital infrastructure, curriculum modernization, and research-driven higher education, many African countries have focused on expanding educational access, strengthening policy frameworks, and addressing persistent challenges related to infrastructure, funding, and educational inequalities. Despite notable advancements in both regions, substantial differences remain in policy implementation, technology adoption, teacher preparedness, and progress toward achieving Sustainable Development Goal 4 (Quality Education). A comprehensive comparative synthesis of these developments is therefore essential to identify common trends, regional disparities, and opportunities for mutual learning.
This systematic review examines the transformation of education across Asia and Africa by synthesizing recent literature on educational policies, digital innovation, educational equity, and sustainable development. Following the PRISMA 2020 guidelines, relevant peer-reviewed studies published between 2015 and 2026 were identified from major academic databases and critically analyzed to compare key developments, challenges, and emerging practices. The review highlights the growing role of artificial intelligence, online learning, digital platforms, and inclusive educational policies in reshaping learning environments, while also identifying barriers such as the digital divide, resource constraints, governance challenges, and unequal access to quality education. The findings provide a comparative understanding of educational transformation across the two continents and offer evidence-based insights for policymakers, educators, researchers, and international organizations to promote equitable, innovative, and sustainable education systems that are responsive to future global challenges.
